I varje kommun finns en elcentral. Den ser till att barn får den
näring de behöver och att luftfuktigheten regleras. Runtom
centralen finns stora gräsmattor. Där kan barnen leka och sova
och vänta på vintern. I vissa kommuner tvingas man skära ner
på centralerna. Det är en tillfällig åtgärd och kommer ingen
till skada. När snön kommer glömmer barnen att de ibland är
olyckliga. De försvinner och är borta i veckor. Ingen vet vad
de gör under den tiden.

In every municipal there is a electricity substation. It allows the children to get sufficient nourishment and regulates the atmospheric humidity. Widespread lawns surround the substations. There the children can play and sleep and wait for the winter. Service cut backs are required for the substations in some municipals. It is a temporary solution and shouldn’t cause harm to anyone. When snow comes, the children sometimes forget that they are unhappy. They disappear and are gone for weeks. No one knows what they are doing during that time.
